Durbin amendment affects Debit card costs

The Durbin amendment to the Frank/Dodd bill "The Wall Street Bill" affects debit card pricing to all merchants nationwide.  The bill was specifically designed to put money back into the merchants' pockets, but all the bill did was lower the debit card cost to the provider, many of which are not "passing it through" to the merchant.  Retail merchants should be paying 1.51% less for a regulated debit transaction than a credit transaction. (1.75% less in CNP or E-Commerce environments)  No PIN pad required!

Padded Surcharges = Hidden Fees

Less than 25% of a merchant’s transactions typically come through at the "base rate".  It is all about the pricing on the other 75%, the “surcharged card types”.  (Rewards Cards, Commercial, Key Entered, etc) A merchant is either getting these surcharged cards “at cost” or they have hidden fees.  No middle ground here, the surcharges are either being padded or they aren’t.  The question is “how much are the surcharged cards being padded”?  This is remedied with Interchange Plus pricing, meaning that surcharged card types are "passed through" at cost.  "Pass Through" eliminates hidden fees.
